Dutch Regulator Summarizes the First Full Calendar Year with Legal iGaming


At the end of last week, de Kansspelautoriteit (KSA) announced it had imposed a €4.4 million ($4.6 million) penalty against Gammix Limited after it discovered the operator had been providing its services without a license.

The incident was not an isolated one for the regulator in the country. Since the Remote Gambling Act (KOA) went into effect in the Netherlands on April 1, 2021, and one and a half years after the grand opening of the online gambling market took place, the KSA has been busy completing similar investigations into illegal online casino providers.

In 2022 alone, according to the KSA’s fresh report, the regulator investigated a total of 277 preliminary investigations into illegal online sites. The procedures also resulted in 26 investigations into illegal online providers.

KSA Looking Back to 2022 “with Mixed Feelings”

The regulator’s chairman René Jansen spoke about 2022, which was “the first full calendar year in which online games of chance were legally offered in the Netherlands.”

Jansen expressed mixed feelings regarding the evolution of things, explaining that while a lot of things were going well, there is still much room for improvement.

The chairman also spoke about the original timeline and political goal of the Koa Act, which was aimed at seeing a minimum of eight out of ten Dutch players choosing legal providers in the first three years after the KOA would go into effect.

At the moment, according to estimates, around 85% of online players currently gamble using legal providers in the Netherlands. While this was also valid to a large extent prior to the legalization of iGaming in the country, their gaming was done illegally.

Jansen added that over 36,000 Dutch citizens have asked for and received protection from the central exclusion register Cruks. The latter does not allow registered players to take part in high-risk games of chance online and at amusements and Holland Casino venues.

KSA Issued €29.7 Million ($31.4 Million) in Fines in 2022

Throughout 2022, the KSA put in place 18 intention orders that were subject to periodic penalty payments. In total, seven fines were issued for a total of €29.7 million ($31.4 million).

The regulator also received 83 notifications in relation to illegal gambling ads on social media, marking an important 71% drop compared to 2021’s numbers. Out of the 59 investigations that took place last year, the KSA discovered 16 cases of violations.

During the same year, the KSA received 27 applications for online licenses, from 42 requests registered in 2021. Three applications were rejected and seven were withdrawn as operators understood their applications would not progress.

This led to a total of 13 online gaming licenses being granted to operators eager to offer their services on the Dutch market in 2022.

The regulator also issued 45 permits for slot machine operations last year. The KSA completed 89 investigations into slot machines. Out of them, seven were denied and 26 were completed on an interim basis with no additional consequences for their operators.

The regulator that turned 10 years in 2022 also issued close to 47% fewer lottery licenses in 2022 compared to 2021, with only 24 licenses recorded for last year.

The regulator revoked five existing licenses for reasons that the KSA license holders labeled their lottery sales as disappointing.

The regulator periodically monitors which 100 gambling sites are visited most frequently by players from the Netherlands and acts whenever deemed necessary to combat illegal gambling.

Playtech has entered into a wide-ranging global partnership with Hard Rock Digital (HRD), the iGaming and sports arm of Hard Rock International and Seminole Gaming.

HRD’s customers in the US and Canada will have access to a selection of Playtech slots, live dealer table games, and random number generator games through HRD’s existing proprietary platform and technology offering.

In addition to the equity share purchase, additional long-term agreements include revenue sharing with Playtech in return for offering its products and services through HRD.

The US gambling industry trade group, the American Gaming Association (AGA), announced Wednesday new data regarding the revenue reported by the commercial gambling sector in the country, acknowledging a strong start to the year. Judging by the new data, the US commercial gaming revenue, which includes iGaming, land-based and sports betting revenue hit $5.50 billion in January this year.

Sports betting GGR in January this year hit $1.02 billion. This result marked the first time sports betting GGR surpasses the billion-dollar figure. When compared to the result from January last year, the $1.02 billion in sports betting GGR marked an increase of 58.2%.

On the other hand, iGaming GGR soared in January as well, increasing to $482 million when compared to the same period in 2022. That result marked a significant increase of 20.6%, impacting the overall result for the month positively.

Although iGaming and sports betting revenue increased significantly, the land-based sector performed well too. Slot GGR for January jumped by 15.5%, hitting $2.86 billion in revenue. Without any doubt, this figure reaffirmed the strong market share of slots.

Almost all bounty tournaments played in the online poker world these days are “progressive knockouts” in which the value of the bounty isn’t fixed but can increase and thus remain relevant throughout the tournament. They differ from the Mystery Bounty tournaments at 888poker in that those mystery bounties remain a secret until someone wins one.

Because of this factor, sometimes in these events, we might want to modify our play in multi-way pots to keep in a player that we cover instead of isolating a player who covers us. That means when we have a hand that can go either way, we almost certainly want to avoid driving a covered player out — a strategy that perhaps goes against what we might prefer to do in non-bounty tournaments or cash games.

Here’s an example of an actual hand played in a $55 buy-in PKO Rumble at 888poker that illustrates how the bounties can affect strategic decisions.

Choosing Not to Squeeze

We’ll play this hand from the perspective of the big blind who has a stack of 40 big blinds and has been dealt {a-Diamonds}{7-Diamonds}. It’s the middle stage of the tournament — before the money when the “regular” prize pool will start being divided, but when bounties are in play as they always are.

A player of average skill opens the pot for 2.5x BB from under the gun, gets called in middle position by the weakest player at the table who has 30 BBs, and the button calls as well. The small blind gets out of the way, and it comes to us in the big blind. The initial raiser and the button both cover our stack.

In this situation, the opener has the strongest range, the caller in middle position the second-strongest, and the button the weakest. If we elect to three-bet, we will be pushing out those weak ranges to play our hand against the strongest one. Worse, we will be potentially offering our bounty to the strongest range and driving out the player whom we cover.

Therefore, though squeezing might be tempting here in a freezeout, in a knockout tournament with significantly large bounties, it is inadvisable. We call.

Recognizing Weak Ranges

The flop comes {10-Diamonds}{8-Spades}{4-Diamonds}, giving us the nut-flush draw.

We have hit this board very hard, but we still need to decide what course of action will return us the most money. Leading out could elicit a raise from the initial raiser’s strongest hands, which would shut our target out of the pot. We would also be left playing against a strong range that covers us.

We have equity that cannot be dominated, but on the other hand, we best dominate weaker ranges that include dominated draws. Looking past the UTG player who opened preflop, our weak middle-position player (whom we cover and who has a weaker range) and the button (with the weakest range of the three) can each have some J-9, Q-J, and 9-7 combos and 6-5 straight draws that we dominate, as well as inferior flush draws. The initial raiser continuation bets — one-quarter pot. The recreational player calls, and the button folds.

Sometimes calling with multiple players behind is strong. All other things equal, it should be. But this does not seem like such a situation. Our recreational target would probably have raised a set or two pair here. A big combination draw, {q-Diamonds}{j-Diamonds}, likely would also raise. Therefore his hand seems quite weak. He is drawing or has a made hand of poor strength, something like T-9 or 5-5 or A-8.

How To Deal With Aggressive Opponents – Ask the 888poker Pros

Meanwhile, the initial raiser did continuation bet into three people, but he also only bet one-quarter pot. A betting range that required protection would likely have bet larger, but nevertheless, our logic from preflop remains the same — if we raise now we unduly pressure the player we cover in order to play for only chips (and no bounty) against a stronger range.

Our Last Decision

While raising the flop is tempting, we once again call with our nut-flush draw. We expect to never be shut out of the pot on the turn. We can turn a pair, a straight draw, and of course, the nuts. And indeed, the turn card is the {6-Diamonds} to give us our flush.

Once again, we check. The initial raiser now double-barrels for two-thirds pot, a very sizeable bet. The recreational player calls the bet for about 40 percent of his stack.

At this point, there is little left for us to decide but to move all in. Once we do, we actually get called in both spots. The initial raiser has {4-Clubs}{4-Spades} for a set of fours. The recreational player has {j-Diamonds}{9-Clubs}, having called off with a jack-high flush draw and an open-ended straight draw, both drawing dead. After the {a-Spades} river, we earned both a bounty and a near triple-up.

The UTG Player’s Strategy

It is interesting to consider whether the early position player should bet the turn. At first glance it may seem ambitious. But on the other hand, were he ever somehow behind a better set, he probably would have been raised on the turn.

Thus if he bets his hand on the turn, he gets value from parts of his opponent’s ranges such as J-9. But remember, he also covers both players still in the pot. So he is always going to be priced in to call off and try to hit his 10-outer to fill up versus a straight or flush.

Since better sets are not in either opponent’s range, he can bet knowing he is always live if behind. It might not be the best spot — it certainly is not a great spot — but when you are drawing live to 20 percent equity at worst, and with a bounty or two in play, it is hard to go wrong.

In any case, it’s plain how the prospect of obtaining bounties — especially the bigger ones that occur during the middle and late stages of progressive KOs — should be taken into account, especially in multi-way hands like this one.

Federated Indians of Graton Rancheria, owners of the Graton Resort and Casino, has signed the latest compact with Gov. Gavin Newsom’s office that will authorize it to double the total number of slot machines.

This permission will launch a planned expansion that was first reported last year.

New agreement:

This latest, 200-page compact between California and the tribe substitutes a compact previously signed in 2012.

Under the terms of the compact, Graton Resort and Casino will have a total of 6,000 slots, up from the previous 3,000.

The deal came at an opportune time as the tribe follows its goal of extending not only its gaming space, but hotel accommodations outside of Rohnert Park, positioning itself as a very strong player in the local hospitality market and state’s $8 billion-a-year tribal gaming industry.

The extension of the gaming floor could give the property the second largest slot floor in entire California behind Yaamava’ Resort & Casino in Highland, which is owned and managed by the San Manuel Band of Mission Indians (7,000 slot machines).

“In addition, the new compact also grows the sum of money the rancheria pays into the Revenue Sharing Trust Fund, an allocation that helps non-gaming tribes,” the tribe said in a statement Friday.

“That quarterly payment would go from $2 million to $2.75 million if the tribe takes full advantage of its slot machine cap,” the compact states.

Community funding:

Rohnert Park and Sonoma County get millions of dollars a year from the tribe to make it up for the effects on public services.

However, even the local government is not very included in the negotiations.

In this regard, Jenifer Clein, Chief Deputy Counsel for Sonoma County, said: “According to the new compact, the county and park would get 2% of net wins, which is a total sum betted on slot machines minus total payouts.

“The county does not know what it stands to receive in dollar amounts because it doesn’t yet know what the tribe’s net revenue will amount to.”

Moreover, she emphasized in an email that “the compact is not effective until it is approved by the U.S. Secretary of the Interior.”

Commenting on the community funding, Greg Sarris, tribal chairman of the Federated Indians of Graton Rancheria, said in a release: “We’re happy to improve our compact with the State of California and continue to provide needed community funds for the City of Rohnert Park, Sonoma County and our state.

“This compact allows the tribe to grow as a self-sustaining sovereign nation and continue to support our mission of social justice and environmental stewardship.”

However, he didn’t want to comment further.

The close working relationship between Rohnert Park and the tribe:

Commenting on the compact, Don Schwartz, assistant city manager for Rohnert Park, said: “I haven’t had a chance to fully review the new compact.”

However, he noted a very close working relationship between Rohnert Park and the tribe.

In this regard, he added: “Graton Rancheria has provided a considerable funding for Rohnert Park schools and services.

“They have been very good neighbors. And we have every reason to look forward to that continuing.”

Still, Rohnert Park isn’t very included in gaming agreement negotiation, according to Schwartz.

In this regard, he added: “The city was in no way surprised by the new agreement.

“The city has established an ad hoc committee of the Rohnert Park City Council to work closely with the tribe led by Mayor Samantha Rodriguez and Councilmember Jackie Elward.”

The new agreement requires an expansion:

Currently, the $825 million casino has 3,000 slot machines, 144 blackjack, poker and baccarat tables, and few restaurants that serve patrons around the clock. But that’s not all; as a hotel with 200 rooms, congress space and ballroom opened in 2016.

Last year, Graton Rancheria reported plans for a large extension of its gaming floor and a second hotel tower.

However, among these plans, those involving Rohnert Park require extension of the casino floor by 50% and adding a five-story hotel tower with 221 rooms.

In this regard, Ms. Clein said: “As the compact moves forward, the county will be keeping an eye on several other elements, including: allowing the county access to the gaming facility for public health inspections, state liquor license requirements, making sure adequate fire suppression service is available and provisions governing payments to non-gaming and limited gaming tribes.

“The compact does not mention mitigation of environmental impacts or current agreements between the county and the tribe — something county officials will also be tracking.”

The casino and resort is one of the biggest private employers at Sonoma County, with more than 2,000 workers whose numbers will grow with the extension.

Tribally owned gamiing facilities continue to grow:

As Graton is the second tribal casino in Sonoma County, the first, River Rock Casino, officially opened in 2002 close to Geyserville.

Its owners, the Dry Creek Rancheria Band of Pomo Indians, won approval from the Sonoma County Board of Supervisors last week for the newest agreement that would allow a resort on its existing gaming site, with up to 1,500 slots, a hotel with nearly 300 rooms and other benefits.

And there is one more Pomo tribe, the Koi Nation, that wants to develop a gaming resort outside of Windsor, a decision opposed by five Sonoma county tribes and the Board of Supervisors.
