The Chinese Ministry of Public Security (MPS) arrested 93 suspects on home soil connected to an illegal RMB 725.5bn ($100.8bn) online gambling platform based in the Philippines.

State media outlet CCTV stated that Sichuan police operating under the MPS, China’s nationwide police force, uncovered the “mega cross-border online gambling case.”

While the MPS arrested the near 100 suspects on the Chinese mainland in June, the server for the illegal online platform, trade named as CAGAYAN, was located in the Philippines.

The MPS said the platform’s operators promoted the illegal online site in China to attract Chinese nationals to sign up for memberships and deposit funds.

Inside Asia Gaming on Friday cited the MPS as stating its investigation uncovered over 300 people linked to the site’s operations. Under the guise of hotel services jobs with high salaries, these suspects recruited Chinese nationals to move to the Philippines.

On arrival, CAGAYAN staff would train the recruits “to accept online gambling jobs and become core members of the online gambling platform.”

Media reports estimate the illegal platform had almost one million members and that over 50,000 agents of Chinese nationality were involved.

In order to apprehend the Chinese suspects based in the Philippines, the MPS hatched a plan to arrest them when they returned to China for vacation in June 2023. The MPS split its forces into several groups and conducted police raids in over 20 provinces “including Henan, Hebei and Hunan.”

The result of this carefully planned operation was the arrest of the 93 suspects, along with bank cards and mobile phones. The ensuing investigation led to the recent publicizing of the scale of the illegal platform, with its “running account” of $100.8bn.

The take-down of the illegal Philippines operation is another massive win for the MPS and the Beijing’s commitment in 2020 to creating a “blacklist” system for illegal cross-border gambling tourist destinations, such as the Philippines.

Beijing’s big breakthrough came in 2020 when police shuttered 2,260 illegal online gambling platforms and arrested over 75,000 people. A year later, the MPS made history by taking down junket kingpin Alvin Chau.

The massive fallout from Chau’s demise continued last week when the Hong Kong regulator SFC warned of delisting two Macau gambling firms once owned by the imprisoned gambling maven.

I jumped right in and might never leave

To give you an example of how addictive the new poker-based roguelike deckbuilding game Balatro is, I played the demo for about an hour on Tuesday, February 20. I bought the full game when it was released later that morning and before I realized it, I had played for three hours (not consecutively, at least). Wednesday night, I figured I’d play a little before bed and suddenly it was 2:15am. Now it’s early Friday afternoon and I have logged 11.5 hours on a game that I cannot recommend enough. Balatro combines simplicity and complexity, no-frills gameplay and deep strategic thinking, along with a unique visual style that will likely keep me playing for years to come.

The goal of Balatro is to score enough points, called “chips,” to beat the computer opponent by making poker hands. Each opponent is called a “blind,” each level is called an “ante.” There are three blinds per ante: the Small Blind, the Big Blind, and the Boss Blind. Each successive blind requires more points to defeat; unlike in some deckbuilders, the opponents do not fight back. There are eight antes (again, levels), so to win a run, you must clear 24 rounds.

Each round, you have a fixed number of hands in which to earn the required points, as well as a limited number of discards to use if you don’t like your current holdings. Each hand you play has a base point value and multiplier – the stronger the hand, the higher the starting value of each. You do not need to play a full five-card poker hand. Every card that contributes to the hand you play also scores points: 11 for Ace, 10 for face cards, and numeric value for all other cards. Add the points up and multiply by the multiplier and there’s your score for the hand.

Make poker hands, score points

In the example below, I’m in the very first round of the first ante and need 300 points across a maximum of four hands to defeat the Small Blind. I was dealt eight cards and, as you can see, was able to make two pair, Aces and Kings. I did not play a fifth card, as I wouldn’t have gotten points for it, though I could have played one if I just wanted to get rid of it to make room for a new card.

The base value was 20 and the multiplier was 2, I so started with 40 points. The Aces and Kings gave me an additional 42 points (11 + 11 + 10 + 10), which when added to the base and multiplied by 2 gave me 124 points for the hand.

The Boss Blind at the end of each level not only requires more points to defeat, but also inflicts you with a random negative status such as no discards or drawing the first hand face-down:

You get money for winning a round and for each hand you have remaining. In addition, you get $1 in “interest” for every $5 you have saved up. That money can then be used in the shop after the round to buy additional cards for your deck and special cards that grant upgrades.

Upgrades, jokers make things hectic fast

It’s these upgrades that are the key to winning. Jokers (up to five of them) give you special point bonuses, multipliers, or other benefits. Planet cards increase the base points and multiplier for a specific type of hand. Tarot cards and Spectral cards can alter, remove, or add cards to your deck. Vouchers alter the rest of the game. It’s the luck of the draw as to which cards appear in the shop and what upgrades you may find in packs.

Eventually, you will accumulate more than 52 cards in your deck and have cards that give you all sorts of bonuses like extra points, extra multipliers, wild cards, and more.

As you build a deck loaded with powered-up cards and Jokers that provide juicy benefits, you can play hands that allow you to achieve massive scores. Jokers are especially important, as if you have a group that synergizes well, your score can absolutely snowball, even on a lowly pair of Deuces.

In the below run, I had six Jokers (I opened an extra Joker slot this game), three of which had an amazing synergy. The Egg gains $3 of sell value at the end of every round, the Gift Card adds $1 of sell value to every Joker and Consumable card, and the Swashbuckler adds the sell value of all Jokers to his left to his multiplier. My multiplier was approaching 100 by the final Boss Blind. Also note that I had three powered-up cards showing and a deck that had 75 total cards.

Unfortunately, that Boss Blind beat me because its negative status effect was disabling a random joker every hand and it just so happened to disable my Swashbuckler on one hand, taking away my huge multiplier. New game, let’s give it another go.

Perfect for both beginners and hardcore gamers

The beauty of Balatro is that, unlike many other deckbuilding games, you don’t need to learn about different characters, deck builds, and strategies ahead of time. Aside from different starting game states – you might start with one fewer card per hand or more money, for example – decks and strategies are mostly a blank slate and develop as you find out what Jokers, cards, and power-ups you can get.

No study is needed in advance – as long as you know what poker hand strengths are, you can jump right in and figure it out as you go.

a wavy, dreamlike effect that makes you feel like you’re floating in the ether

Balatro is an elegant, streamlined game that is easy to pick up and put down in a few minutes or spend hours trying to find the ultimate game-breaking synergy. At release, there are a total of 15 starting decks that can be unlocked, each with up to eight difficulty levels, so this is not a game that can be “won” quickly. It uses a trippy, pixel art style with CRT monitor-like scan lines and a wavy, dreamlike effect that makes you feel like you’re floating in the ether. Maybe it’s just that it’s new, but I constantly find myself thinking about the game, itching to get back to it as I try to finish my work. It’s been all I can do to keep myself from playing while I gather screenshots for this review.

The number of hours you will put in and the additional hours during which your brain will be occupied when not playing make Balatro one of the best values in gaming in quite some time. You can try the feature-rich demo first, but deckbuilding games are at all up your alley, you won’t need much time to determined Balatro is a must-buy.

As the time to open up applications for three New York downstate casino licenses is getting closer, the bidders are employing ultimate efforts to convince the state authorities of the viability of their respective proposals. The real-estate development corporation Related Companies has recently filed a rezoning application to the Department of City Planning as a part of the $12 billion proposal for casino development in Hudson Yards to be now looking to eliminate both rezoning and license obstacles.

$12 Billion Hudson Yards Casino Proposal:

Related Companies and entertainment giant Wynn Resorts partnered in 2022 to start the race for one of the three downstate casino licenses available. As there are around ten other bidders for the license, each of them is now polishing their proposals trying to convince authorities of their eligibility for a casino license in the New York City area. As New York Daily Post (NYDP) reports, Related Companies’ proposed Hudson Yards casino development would include a 13-acre site with a casino, hotel, offices, housing, public school and open space.

According to NYDP, the partners have not revealed much detail about the proposed development. However, the projected spending has risen from $10 billion announced in May 2023 to the current $12 billion threshold. On February 20, 2024, Related Companies reportedly submitted a rezoning request to the city’s competent authority to detail the transformation of the Hudson Yard area if Related and Wynn are granted a casino license.

Filing Rezoning Application:

The transformation will have to include a new platform above the rail yard operated by Long Island Rail Road across the site, as NYDP reports. However, the company assures that its plan will not interrupt the rail road passenger service. Jon Weinstein, a spokesman for Related, reportedly stated:  “We are excited to continue engaging with stakeholders across the local community as part of the city land-use process for the undeveloped rail yards. The opportunity to bring a world-class resort to Hudson Yards will catalyze the master plan for the broader Western Yards and $12 billion in total investment.’’

Weinstein added: ‘’As the state’s parallel process moves forward, we look forward to unveiling our full proposed plan which will provide thousands of jobs, billions in revenue and community benefits, a new park, affordable housing, a school and more.” The development site is located west of the existing Hudson Yards and accessible via W. 33rd and W. 30th Streets, and on the west by 12th Avenue, according to the source.

Extensive Five-Year Development:

If approved, the project will reportedly include a 2.6 million-square foot casino, as well as a 1,750-room hotel resort featuring a ballroom and conference space. The facility will also feature a range of amenities and food and beverage outlets, as well as 500 parking spaces. The casino would reportedly spread over five stories of the gaming facility with a maximum of 80 stories built above it. According to the source, the site would include two additional skyscrapers with 80 and, respectively 74 stories with offices, retail, public school, cultural institution, and more than 1,500 apartments. Construction would be complete around 2030, according to NYDP.

Viable Development:

Related Companies rely on the rezoning documents submitted to secure the license. Although the documents include a version without a casino, Weinstein reportedly said that the version with the casino would be a ‘’viable development” capable of delivering the promised public benefits. As reported, the rezoning of the site would replace the 2009 version anticipating a mixed-use development above the western rail yard by 2025. Having filed the rezoning application to the Department of City Planning, Related Companies hope to have covered all the requirements. It will be known soon after the state starts accepting casino license applications.
