MCST Officially Approves Use Of ETGs In South Korean Casinos


For the first time ever, fully automated electronic table games (ETGs) have been approved for use in South Korean casinos, according to the country’s Ministry of Culture, Sports and Tourism.

According to the ministry: “fully-automated means any stand-alone electronic table game or stadium setup for such games where the playing sequences are controlled only by a machine. Electronic table games with a human dealer present are classified as “manned” (staffed) games.”

The ministry announced that the approval for the fully automated ETGs was issued in February, but that it was mentioned on the ministry’s website only recently, on April 25. Additionally, the ministry is the regulator for the casino sector in South Korea.

Casinos have included ETGs in their offer:

A representative of Jeju Dream Tower casino, a foreigner-only venue on the holiday island of Jeju, told GGRAsia that “following the ministry’s ruling, it had since April converted an ETG stadium with 71 seats, to a fully-automated setup.” In addition, Jeju Dream Tower is managed by Korea Exchange-listed Lotte Tour Development Co Ltd.

Beside Jeju Dream Tower, there are other casinos in the country that have included ETGs in their offerings. Here are examples of some of them:

  • Kangwon Land resort, which is operated by Kangwon Land Inc and the country’s only casino that allows wagering by locals, told GGRAsia it runs the ETG stadium, but has not yet exercised the option to switch to full automation;
  • Grand Korea Leisure Co Ltd, which manages three foreigner-only casinos under the Seven Luck brand, told GGRAsia it currently offers some semi-automated ETGs and has the option to switch to full automation if it wants to.

However, there are some casinos that don’t include ETGs in their offering, such as Shinhwa World Casino in Jeju, which is operated by Hong Kong-listed Shin Hwa World Ltd, previously known as Landing International Ltd, who told GGRAsia that it does not currently offer fully automated ETGs.

US commercial gaming revenue hit a new quarterly record in the first three months of 2023. The American Gaming Association (AGA) reported on Tuesday that the total for the first quarter was $16.6bn, surpassing the $15.9bn total in Q4 2022. It marks the sector’s eighth consecutive record-breaking quarter. One of the highlights of the most recent period was a $5.9bn total in March, which was the industry’s highest-ever grossing month.

AGA CEO and president Bill Miller acknowledged the tremendous recovery since pandemic-related struggles. Aristocrat Leisure is buying the online gaming solutions provider NeoGames for about US$1.2bn in cash. The announcement by the Australia-based Aristocrat led to NeoGame’s US shares jumping 120% in pre-market trading.

The major slot machine manufacturer offered US$29.50 per share for the entirety of NeoGames’ shares, a premium of about 130% from the target’s closing price on Friday. The hope is that the acquisition will be completed within a year, once it receives the necessary regulatory approvals.

This acquisition will provide Aristocrat access to the lucrative iLottery market and help it penetrate other real money gaming (RMG) online verticals. NeoGames provides technology solutions and content for the online RMG sector. The Israel-based NeoGames’ board of directors recommended that shareholders accept the offer. Aristocrat believes that the purchase will begin adding to its profit in the 2025 financial year.

It’s still surprising to me that many people who have come to rely on home computers and online services are unaware of the dangers of clicking random or unexpected links or visiting rogue sites.

There are many types of malware in circulation at any one time but ransomware – where your entire hard drive (or drives) is encrypted – has become a common, profitable weapon for online scammers.

The Good Old Days

In the early days of The Real Hustle, we decided to feature ransomware as it was beginning to feature in more and more reports of online crime; But it was still incredibly rare and in some cases, possible to defeat without paying up.

Our problem was how to demonstrate this form of fraud since the show was based on seeing how human beings interact with cons and scams and any computer scams were hardly thrilling to watch.

Our solution was flawed to say the least.

We entrusted a valuable laptop to someone who believed they were hired to do a simple job and in the process of doing that job (in a hotel business center) they had to use a USB stick that apparently locked all the laptop files then issued a warning to send/give money before the end of a countdown when it would all be deleted.

While the laptop, the USB and all the other elements were a setup, the on-screen victim believed all of it and their reaction was perfect for the show’s audience and overall, it helped illustrate what could happen under the right/wrong circumstances.

At that time, the scam was unusual but years later, it has become a much bigger problem.

Blissfully Unaware

One aspect of computer fraud that makes it both easy and profitable – even for less skilful hackers – is the fact that most people have no real idea how the internet (or the computer they use to access it) works and often feel perfectly safe because they installed anti-virus software six years ago.

An interesting illustration of this was the “shredder” scam we pulled on The Real Hustle.

Again, it was a difficult scam to illustrate since the “real world” goal would be to install the shredder into an office then sit back and collect as valuable data until the gaff is discovered or (more likely) the shredder was replaced.

In our version we had to complete the scam in one day then get reactions from people who had no idea they had been scammed!

It was a very clever device but in order to demonstrate it we had to deliver it to people as part of a “shredding service” complete with secret cameras (also inside the shredder).

Unlike most Real Hustle scams, there was no “sting” moment so instead we asked people how secure they felt after using the shredders before showing duplicate copies of the documents they destroyed.

All of our victims were baffled because to their mind the only way we could now have copies is if we reconstructed the papers with scotch tape!

The very idea that the act of shredding was also the way their information was captured didn’t occur to anyone.

The secret was a document scanner hidden inside the shredder that lit up as if to accompany the shredding paper but actually scanned both sides of any piece of paper before it was shredded.

This data was then transmitted via a cellular phone inside the device (constantly charged since the shredder was always plugged in).

This scam illustrated something that’s true to all forms of security that interact with technology: There will always be more precautions you could/should take and there always be new ways of defeating those precautions. 

Just like our scanning shredder, common steps that should protect users will eventually become corrupted or exposed to new methods.

Ransomware is now a huge problem with thousands of new victims every day whose files are locked out by a bespoke cypher used to encrypt everything on a target drive.

On accessing their device, malware will notify the victim that their files have been captured and give details of how much they must pay to unlock their files and how/where to pay it.

Some criminals aim for smaller amounts from low-profile targets like private individuals or small companies but attacking higher-profile targets can earn a lot more money but with a much greater risk of being pursued.

Some ransomware attackers have targeted public services and even hospitals, locking out access to critical infrastructure and thereby getting the attention of multiple international agencies concerned that the tools of ransomware might also be used by nation states as a form of online warfare.

In fact, the methods created by these online blackmailers are powerful weapons that might open entire countries to life-threatening scenarios such as a nationwide shutdown of a power grid or essential communications.

Like many scams, the tools being used and created by the scammers can be re-applied with much more serious consequences.

Many people still believe you need to open an executable file or start a program or app in order to activate a virus but these days there are many seemingly innocuous actions that can expose us to malware.

Just clicking a link in a rogue email can open the door to all sorts of problems*.

What’s more concerning is that ransomware criminals don’t even need to defeat whatever security you may have because there are other criminals who specialize in collecting passwords and existing vulnerabilities that are then sold to the hackers.

These access brokers might trawl thousands of exposed passwords, identify potentially lucrative victims and price that data accordingly or even take a share in potential ransomware attacks.

It’s like a little industry of symbiotic crooks, creating a functioning and effective network to steal more money.

Another tactic is to gain direct access via insiders who might be blackmailed but are most likely paid (sometimes as much as $1,000,000) to hand over the keys to their employer’s data.

Another “way in” is to gain access via network hardware (such as servers and storage devices) that are shipped with generic admin IDs and passwords.

Once found online, the malware can be easily applied and if the victim does not have up-to-date backups the ransom might be cheaper than any alternative measure.

And with modern encryption (a “feature” on most operating systems) there’s no need for a countdown or threat to delete – the data is just locked out (and useless) until you pay for the key.

No One Is Safe

One of the frustrating truths about modern computers that access the internet is that being online opens up thousands of potential different attacks from many different sources.

In fact, any type of connectivity exposes a device to problems and even cables bought from seemingly trustworthy sources can have tiny hardware hidden inside that will inject malware, reveal your identity/location or capture every keystroke.

It’s a game of technological whack-a-mole and no matter how many precautions you take or how clever you think you are, if targeted there’s almost no way to prevent being hacked or surveilled or having all of your data stolen or encrypted.

Seriously, if they want to get you, they’ll get you but for the most part, these crooks are fishing with wide nets and taking a few simple precautions (stronger passwords, two-factor authentication etc.) will keep you safe from lighting up as a potential target.

* For example, since the Covid pandemic, thousands of restaurants have switched from paper menus to online version accessible through a QR code. This is an enormous risk since I can think of several methods that could leverage this new habit and score millions of pounds, euros, and dollars with ease.

  • Random Wilds – when triggered, a maximum of 7 symbols are put on the reels;

Two top ex-Royal Canadian Mounted Police (RCMP) officers have questioned the will of Ontario’s gambling operators and state regulators to address an increase in suspicious casino transactions.

The significance of the increase of 2022’s yearly total to CA$372m ($275m) is two-fold: 1) a lot of money is involved, and 2) suspicious casino transactions have climbed to levels higher than pre-pandemic.

The upward spike has lawyer and ex-RCMP deputy commissioner Peter German and former RCMP transnational crime investigator Cal Chrustie asking hard questions.

Chrustie, who saw plenty of money laundering crimes during his time in Mountie red, said he believed the big sums of money “are illicit funds.” The former investigator said an in-depth investigation into each suspicious transaction would reveal what’s behind the large sums of money.

German concurred, saying the figures and transactions needed to be examined closely and assessed. The ex-Mountie also said it was important that the regulator follow up.

CTV News cited German as adding: “it wasn’t good enough” that operators file suspicious transaction reports with the RCMP while simultaneously “washing their hands” of the business.

“That’s what we saw in B.C.,” said German, who has written an industry-shaking report on money laundering in British Columbia casinos. He said that because of the volume of suspicious transactions reports, he and officials like him were so overwhelmed they “didn’t look at 99 per cent of those transactions.”

Bally’s Corp. and IGT, two major gambling businesses with headquarters in America’s smallest but most densely populated state, had a chance to pitch their plan for online casino gambling in Rhode Island, but not every stakeholder in government the local gambling economy appeared to be happy about the prospect as proposed.

IGT is a familiar name to most seasoned casino gamblers in the US, but not everyone is aware of the fact that Si Redd’s Las Vegas-based company was acquired by and merged with the world’s largest lottery operator, GTECH – a company that posted over US$ 4 billion in revenue for 2022 or that Bally’s as we know it is not the Bally’s they may have known a decade ago. That company sprung from Twin Rivers (Rhode Island’s exclusive video lottery terminal casino game supplier with venues in Lincoln and Tiverton) and acquired the Bally’s name from Caesar’s a short time ago in relative terms.

The pushback comes from what might seem to be the most unlikely of places – the Rhode Island State Lottery (RILOT). Under the proposed bill, RILOT would have complete control of nearly every aspect of the proposed online casino gambling market in the state from the making of game rules to terms and conditions, and every regulatory duty normally associated with online casino gambling. The servers themselves would be located in one or both of Bally’s land-based casinos in the state.

IGT provides Bally’s with technology and machines to run its lottery casinos and sportsbetting applications in the state.

The Will of the People

Casino gambling and gambling expansion in the state were allowed under voter referendums in accordance with the state constitution, which as of today states:

No act expanding the types or locations of gambling which are permitted within the state or within any city or town … shall take effect until it has been approved by the majority of those electors voting in a statewide referendum and by the majority of those electors voting in said referendum in the municipality in which the proposed gambling would be allowed.”

Furcolo said (formatting – source article): “While the Rhode Island Lottery believes there is a legislative path for authorizing iGaming, and is supportive of iGaming, it is the … Lottery’s position that the bill — as drafted — is likely unconstitutional and must be revised to conform with the authorization under the 2012 and 2016 Voter Referendums related to casino gaming.

IGT is Rhode Island’s exclusive supplier of lottery solutions such as traditional lottery, instant win tickets, video lottery terminals (casino “slots”), and internet lottery games in the state.

The company’s lottery contract was recently extended until 2043 guaranteeing IGT the exclusive right to provide those games and services for an additional 20 years.

More recently, Bally’s was approved by RILOT to continue its exclusive provenance of sportsbetting in the state for three years, in concert with and using the technologies of IGT.

More than Constitutional Issues?

According to a report in the Providence Journal, one of the problems raised at a Senate hearing was one of monopoly as the legislation under consideration would not allow competitive bidding for an online casino license tender. The legislation, as proposed, was written and delivered to state lawmakers by Bally’s Corp, IGT, or one of the consortium’s affiliates.

Another issue, the one at front and center is the ability of 18-year-olds to act as “gambling surrogates” or proxy bettors for other high school-aged residents even younger.

Rhode Island teens of 18 years or older are currently banned from purchasing or using alcohol, cigarettes, or recreational marijuana – but they are allowed to place sports bets. According to the Providence Journal article: “<this> has made them kingpins of sorts in high school gambling operations.”

It’s not always easy to parse what’s “really” being said in Rhode Island media as the state has an antiquated but fully democratic government in the republican form, but a labyrinthine and impossible for outsiders to navigate political system as well as a history of less than savory characters holding sway over many elements of power in the state. If those nuances, as well as other things about America’s oldest state, are not understood by readers, the media may falsely assume that readers outside of the state may know what is behind certain references.

One salient example is a statement made by former Sen. John Tassoni Wednesday night when he was speaking in the capacity of a Rhode Island Council on Problem Gambling board member. He told a Senate committee: “They were called ’10 percenters’ on Federal Hill,” while referring to 18-year-olds giving younger children access to gambling online.

The former Senator’s office was closed on Sunday as this article was written so we were unable to contact him for clarification. We find no history of the “obvious” assumption that teens “ran numbers” for bookmakers or any other guess at what nefarious nature a “teen ten percenter” would represent.

On May 4th, 1776, Rhode Island was the first colony to renounce allegiance to Great Britain and declare its independence. However, Rhode Island was the last state to ratify the United States Constitution. It finally did so on May 29, 1790.

Readers are welcome to do their own research on Federal Hill and its history to form a personal assumption about the former Senator’s reference. A cursory search revealed no reference to gambling for our researchers.

Former Senator Not Alone in Concerns

Rhode Island Lottery director, Mark Furcolo warned that the Senate bill (S948) is “likely unconstitutional” as it is currently written. The Journal states that even if that issue is put to rest, iGaming “is likely” to cannibalize state revenues from existing Lottery offerings. However, Bally’s addressed that issue in a Spectrum Gaming analysis prior to announcing the new legislation at a Chamber of Commerce dinner a couple of months ago.

It would appear to the casual observer that some of the “noise” rising up against the casino bill may come from competitors, as is understandably the case in a capitalist system that is supposed to be fair and free of monopolization.

A spokesman for the Sports Betting Alliance (a coalition that includes BetMGM, DraftKings, and FanDuel) reportedly asked why Rhode Island might join Delaware as the only state in the Unionwhose residents would be limited to a single choice when it comes to iGaming.”

While the aforementioned businesses are all primarily sportsbetting operators, they also have casino components in some states that allow online casino gambling along with sportsbetting.

The spokesperson, Jon Mandel continued: “The result will be no different than mobile sports betting,” referring to the recent RILOT/Bally’s contract renewal of three years.

Residents will continue to use the illegal market; <they will> drive into Connecticut; or <they will> wait until Massachusetts legalizes iGaming to then cross the border, to the benefit of that state, not Rhode Island.”

Is $210 Million Per Year in New Revenue Enough?

Mandelas purportedly backed up his argument by referring to stats from the first month the neighboring state, Massachusetts opened online sports betting in that state, beginning on March 10, 2023.

Mandalas stated: “GeoComply identified 1,761 instances of a Rhode Island resident first attempting to access a Massachusetts sports betting app in Rhode Island and then traveling to Massachusetts and successfully logging into an app.”

The Sports Betting Alliance argues: “Multiple iGaming operators will generate significantly more tax revenue for the state than if the state grants one company a monopoly.”

The Bally’s measure as written is expected to generate about $210 Million a year for state coffers based on its Spectrum Gaming analysis and report which was tendered along with the proposed legislation in February this year.
