In a historic moment for the US casino hub, Las Vegas surpassed Macau in annual gaming revenue in 2022. It’s the first time that Macau has lost out to its American counterpart in 18 years, with Las Vegas last beating Macau by around $200m in 2005.

Both regions recently announced their full-year revenue results for 2022 and they paint a very different picture of pandemic recovery. Nevada enjoyed its 22nd straight month of $1bn+ revenue in December, bringing the state total to an annual record of $14.8bn. Las Vegas, the state’s leading performer, earned $8.28bn of that total, up 17% from 2021.

Meanwhile, in the Special Administrative Region (SAR) of Macau, things aren’t looking quite so rosy. It recorded GGR of MOP$42.2bn (US$5.3bn) in 2022, down around 51% from 2021 and the lowest single-year total since 2004. The result knocked Macau off the gambling hub top spot, with its total around 40% lower than Las Vegas.

Pandemic struggles

Las Vegas has regained its title with a little help from pandemic-related restrictions that continue to plague Macau’s casino operators. We can see the dramatic rise and fall of the Asian gambling hub by following its GGR from 2005 until 2022:

Casinos in Las Vegas closed in March 2020 following the onset of the pandemic and remained closed until June 2020, when they were able to reopen at reduced capacities. By mid-2021, most of the casinos were more or less back to full capacity. Visitor numbers and casino revenues rose sharply after the reopening, in contrast to what happened in Macau.

In February 2020, casinos in Macau closed for 15 days. They then remained open during the rest of the pandemic, aside from a short period in July 2022 when COVID-19 cases were on the rise.

Despite the limited closures, revenues fell to rock-bottom lows as severe travel restrictions cut off the region from its key customers. Between the start of the pandemic and January 2023, the travel limitations meant that it was not viable for people to visit Macau for mainland China, Hong Kong, or overseas. This led to very poor revenue figures for casinos, with numerous operators having to borrow money to boost liquidity due to mounting losses.

What does the future hold?

While Las Vegas beat Macau’s full-year GGR for the first time in 18 years, many people will wonder if this is just an outlier or if it will be the new norm. Analysts believe that it was just a one-off, as Macau is primed to rebound strongly following the easing of travel restrictions last month.

The Macau government has estimated that GGR in 2023 will be MOP$130bn (US$16.17bn). In January, GGR for the region was MOP$11.6bn (US$1.43bn), so if this level of monthly GGR continues, then the full-year results will surpass estimates, putting Macau ahead of Nevada’s 2022 GGR.

Sin City will benefit from continuing increases in convention visitors, but concerns also exist about a potential economic slowdown. Following a two-month postponement and an improved pitch, for so-called the biggest casino deal in Florida history, the Florida Gaming Control Commission on Wednesday, February 8, granted conditional approval for the sale of the gambling license from Miami-based Magic City Casino to an Alabama-based Native American tribe, Poarch Band Creek Indians.

Completion of a multimillion- dollar purchase:

This resolution by Florida regulator will permit the PCI Gaming Authority, operated by the Poarch Band of Creek Indians, to finalize the multimillion-dollar purchase of a casino owned by the Havenick family and its West Flagler Associates to manage slot machines, poker and electronic casino games in Miami.

However, the buying price was not revealed, but attorney John Lockwood, who represents both sides of the purchase agreement, aka West Flegler Associates and PCI Gaming, told the commission that “it will be a cash deal.”

In this regard, and with data available form 2019 when PCI Gaming Authority purchased the Sands Casino Resort in Bethlehem, Pennsylvania for $1.3 billion, analysts estimate this purchase deal to be worth nearly $600 million.

First change of casino ownership:

Since the Magic City Casino, formerly known as the Flagler Dog Track, has been owned and operated by the Havenick family for years, this will be the first replacement of ownership.

In this regard, Jay Dorris, president and CEO of Wind Creek Hospitality, the subsidiary of PCI Gaming that will supervise the development project, said: “The new owner have ambitious plans.”

Casino upgrade and renovation plans:

The dog run that is part of the casino is now closed and its 30-acres of property may be the location for an opulent resort connected to the casino, which will look similar to the company’s Caribbean properties and involve shopping centers and “experience-oriented attractions,” according to Mr. Dorris.

In the near future, Mr. Dorris said that “PCI Gaming intends to retain all Magic City employees, except for some senior executives who will stay with West Flagler Associates.”

He added: “The company will continue to control its other gambling operations, which include a permit to operate summer jai-alai and poker in a future operation near Miami’s Edgewater neighnorhood and the Bonita Springs Poker Room near Fort Myers.

“There will not be any immediate changes but I hope to get the company’s awards club for patrons going soon.”

The most important decision made by the Florida Gaming Control Commission:

This conditional approval by the Florida regulator is one of the most significant unanimous decisions by the Florida regulator, which is without one member since its former president John Mclver stepped down.

The commission was created by the Legislature and officially launched last year with the primary task of regulating iGaming operations in Florida.

In December, the regulator stopped the property purchase deal between West Florida Associations and PCI Gaming and instructed the companies to release a large portion of 103 redacted pages from the 110-page application.

Then in January, PCI Gaming changed the proposal by replacing one subsidiary, Wind Creek Miami LLC with Gretna Racing LLC, an entirely-owned subsidiary, as the lead entity to buy 100% ownership and equity interest in the Magic City Casino license. The agreement involves a parimutuel operating license, a card room license and a slot machine license for fiscal year 2022-23.

However, Gretna Racing, unlike Wind Creek Miami, already owns a parimutuel license for quarter horse racing and a card room, which makes it easier for it to acquire the slot license, which is currently owned by West Flagler Associates. As the slot license was sold in the middle of the year, Gretna Racing needs to pay $1 million of the $2 million license fee, according to Mr. Lockwood.

Request for conclusion of the contract within 30 days:

The Florida regulator has requested that the sale agreement close within the next 30 days and that all final details be provided to the regulator for final approval.

In this regard, Ross Marshman, general counsel of the commission, said: “If it happens as described, it can be approved. 

“But we have to actually see evidence that what was described actually took place.”

Opponents of the deal:

So far, the only opposition to the deal is the Seminole Tribe, whose attorney Marc Dunbar gave the commission a history lesson on the legal model behind the transfer and sale of parimutuel licenses.

He said: “Sale to Gretna Racing should not be allowed, not because the company was not a good operator, but because the commission was establishing precedent that was not regulatory best practices.”

He also added: “This is the most expensive gaming transaction – if you believe industry rumors – in Florida’s history. And so, I would encourage you to proceed with diligence… The Seminole Tribe is not opposed to West Flagler selling its permit or any slot machine licensee selling its permit. It’s just making sure it complies with the statutes.”

According to official documents, the contract for the purchase was signed on September 20, 2022, between West Flagler Associates and PCI Gaming Authority.

Purchase involves all “house cash”, all listings, all contracts, vehicle and trailers licenses.

But that’s not all; as they also indicate that PCI will lease assets for future casino upgrades.

In this regard, Mr. Dunbar said: “The commission should have access to those details, which were not released with the application.”

When asked whether the commission did everything properly before making the decision, they answered that everything was according to the rules.

The Manning brothers occupy the no.10 and no.3 spots on our list of all-time NFL touchdowns. Not bad for one family.

Like Eli, Peyton Manning was a no.1 draft pick when he entered the NFL and has two Super Bowl rings to his name. He has a career total of 557 touchdowns (539 passing, 18 rushing).

2. Drew Brees (2001-2020) – 596

Only a select few players have spent more time in the NFL than Drew Brees.

“Breesus” as he is affectionately known by New Orleans Saints fans, completed 20 seasons in the NFL and was consistently one of the best offensive players in the league for many years.

The Super Bowl XLIV champion and MVP led the league in passing seven times and in passing touchdowns four times, so it’s no surprise he sits so high on this list.

The GOAT is the only man in NFL history to have achieved more than 600 touchdowns.

Committee unconvinced

A team of US sportsbook brands and high-profile betting supporters in Hawaii have failed to convince the state’s House Economic Development Committee about the benefits of a legal online wagering market.

Hawaii’s online sports betting bill is dead in the water

House members of the committee and its chair, Rep. Daniel Holt, effectively said on Wednesday that Hawaii’s online sports betting bill is dead in the water for the rest of 2023. According to Hawaii News Now, Senate leaders said there were more pressing issues on the legislative agenda than legalizing gambling and, as such, it won’t come before lawmakers again until 2024.

Lawmakers said the fact that 70% of US states have now legalized online sports betting gave Hawaii’s version a slim chance of passage this time around. Ultimately, that glimmer of hope turned into another false dawn.

Lobbyist caught out

Given the thin chance the bill had, Pat Gibbs, lobbyist for the Sport Betting Alliance, didn’t make matters easier when questioned on his sports betting figures for Hawaii.

Gibbs cited an Ernst and Young report to the committee, estimating that “276,000 people bet a combined total of $670m in illegal sports wagers each year in Hawaii, using bookies or offshore sites on their phones and computers.”

In response to a question about bettor tracking, Gibbs had to admit the figures came from a national study, and that:

we don’t have specific numbers” for Hawaii.

In response, State Rep. Elijah Pierick told the committee it didn’t matter either way. Affirming that both legal and illegal gambling are harmful, he argued that the “statistics are highly against” bettors.

DraftKings representative Rebecca London, meanwhile, used the opportunity to highlight how her firm watches for problem gambling, and encourages bettors to limit their playing time and spend. “What we find is that the most sustainable consumer base is folks that are doing it in a responsible fun way,” London told the committee.

Holt calls for pause

While London and company have months to refine their pitches, the bill’s failure is hard on Hawaii bettors, who have been seeing the same bad news every February for some time. It will be especially hard to swallow given the irony of Holt voting against the bill after recently supporting a system of local sports betting and poker parlors.

Holt’s demurral arrived in a bittersweet statement that online sports betting may be “a worthy cause” for Hawaii to pursue, but only in the future. The lawmaker added it might not be worth “putting our communities at risk” for $7m, the figure the industry estimated legal online sports betting could bring into Hawaii every year.
