Bulgarian Gambling Industry Proposed Watershed Advertising Ban


A watershed self-restriction on gambling advertising is coming to Bulgaria next year if the proposal made by the Bulgarian Gaming Association (BGA) to the national advertising regulator is approved.

Round Table Discussions

The proposal was made during a round table organized by the Council for Electronic Media (CEM) Tuesday with the participation of the National Revenue Agency (NRA), gambling industry stakeholders, non-governmental organizations (NGOs), experts and others.

Participants in the round table agreed that there is a surge in TV advertising of online gambling especially around the broadcasts of matches from the ongoing World Cup, arguing that these ads are necessary to channel people willing to bet toward licensed operators.

Besides the self-imposed watershed restriction on airing gambling advertising from 5a.m. to 6p.m effective January 1, 2023, the BGA’s proposal includes other restrictions related to the content of their gambling advertising campaigns such as mentions of jackpots, money and other material prizes across radio, TV and billboards.

The gambling industry is also ready to stop people under the age of 23 from participating in gambling advertising spots or campaigns and avoid having billboards advertising their products and services in close proximity to schools.

The round table participants agreed on the importance of responsible gambling and the inclusion of the responsible gambling message in every TV or radio advertising spot. Further, industry stakeholders agreed that presenting gambling as a means of solving financial, social, personal or other problems is unacceptable and should be avoided in the future.

Aggressive Ads Should Remain in the Past

On the criticism related to the use of aggressive words urging the public to gamble, the gambling industry body outlined that these messages usually do not come from the licensed operators but from their affiliate partners and that its members agreed to stop collaborating with such partners, which are also responsible for channeling players toward unlicensed operators’ offerings.

Surprisingly, CEM did not come up with any other proposal to tackle aggressive gambling advertising, claiming that it has its hands tied with online advertising. The advertising regulator did not propose law changes either, passing the issue to the parliamentary committee on youth and sports, which will also discuss the topic this week.

The proposal for self-restriction did not satisfy NGO representatives and experts at the round table discussions, who insisted that stringent measures should be taken. Two parental organizations even proposed a blanket ban on gambling advertising.

Other measures put forth included more strict rules for distinguishing land-based gaming venues, raising the age for gambling to 21, mandatory warning implemented in the adverts that gambling may lead to addiction, as well as changes to the Disciplinary Code to include more severe punishments for those who target underage people.

Harborne’s resume features senior roles across rugby and soccer clubs, including Commercial Director at professional rugby club Salford Red Devils, Senior Manager in the Betting Category at international sports marketing agency SPORTFIVE, Head of Partner Acquisition and Partner Services for English Premier League (EPL) club Aston Villa, Head of Partnerships and Interim Head of Sales at West Bromwich Albion FC, and Senior Partnership Sales Executive at Derby County FC.

His latest role prior to joining SBC was as Director at Yellow Sports Marketing.

The Maryland State Lottery and Gaming Control Agency released its sports betting revenue report for November, the month in which the state launched online sports betting, posting $219 million worth of wagers.

Maryland launched online sports wagering on November 23, featuring seven online sportsbook operators, and for the first nine days of operation, those sportsbooks attracted $186.1 million in wagers, of which $63.8 million in free promotional play.

Commenting on the results, Maryland Lottery and Gaming Director John Martin outlined expectations that mobile sportsbooks would “continue to offer a lot of promotional wagers in the coming months,” as the market is relatively new and they crank up their efforts to attract customers.

“There was tremendous pent-up demand, and a lot of people are utilizing promotional offers from multiple operators simultaneously,” Martin continued, pointing to the realization by operators that “this level of promotional play is not sustainable” and will be curtailed by the regulator over time.

The seven mobile operators, Barstool Sportsbook, BetMGM, BetRivers, Caesars Sportsbook, DraftKings, FanDuel, and PointsBet, utilized offers featuring a wide range of sign-up bonuses and promotions to attract customers but sports wagering regulations in the state permit unlimited promotional play for operators only during their first full fiscal year of operation. From then on, promotional play should not exceed 20% of a sportsbook’s taxable win registered in the prior year.

Among operators, FanDuel topped the rankings with a mobile handle of $89.9 million, followed closely by DraftKings with a mobile sports betting handle of $69.6 million. The two big boys opened space between them and the chasing pack, as third-ranked BetMGM registered just $15.1 million in mobile betting handle.

Impact on Tax Revenue

Mobile operators registered a 13.9% hold on mobile wagers and based on the 15% tax on their win after deducting promotional play, they contributed with just $4,262 worth of tax revenue. Retail operators generated 99.4% of the state’s tax money, accounting for $700,466 to a total of $704,728 in payments to the State of Maryland in November.

Compared to the tax payment in October, $781,642, tax payments in November registered a decrease of nearly 10%, despite October having no mobile sportsbooks and one retail location less, Long Shot’s in Frederick, which opened on November 18.

Tax money from sports wagering goes toward the state’s Future Fund and is then allocated as financial support for public education programs.

Two of the most important members of the poker community in history — PokerStars founder Isai Scheinberg and long-time broadcaster Vince Van Patten — will receive some much deserved World Poker Tour honors.

As recipients of the 2022 WPT Honors Awards, the duo of poker legends will gain recognition for their contributions to poker. Each one has provided more to the game over the years than some may realize.

Immeasurable Contributions to Poker

Scheinberg, once a senior programmer for IBM Canada, founded PokerStars, the world’s largest poker site for the past two decades. There’s arguably no other individual in the world who played a more integral role in the growth of online poker, which in turn led to a massive spike in poker’s overall popularity.

Van Patten, the son of the late poker commentator Dick Van Patten, has also made significant contributions to the game of poker. When the World Poker Tour first launched on cable television in 2003, founder Steve Lipscomb took a gamble with a commentary duo that included Mike Sexton, an old-school poker pro, and Van Patten, a poker and tennis player.

That decision paid off in spades for the WPT, and also the poker community as a whole. Van Patten and Sexton formed one of the most iconic broadcast duos in poker history, right up there with Norman Chad and Lon McEachern (World Series of Poker) and Gabe Kaplan and A.J. Benza (High Stakes Poker).

After Sexton, who passed away in 2020, left the WPT in 2017 to return to his partypoker roots, Van Patten was paired with Tony Dunst, who had previously hosted the popular quirky “Raw Deal” segment during WSOP shows on Fox Sports Network (now Bally Sports). Although there was no way possible to replace a legend like Sexton, a Poker Hall of Famer, once again, the WPT had found another perfect broadcast combination.

Van Patten’s presence in the WPT booth continues to draw in viewers. But his value to the WPT spans beyond his ability to call the action on the felt in an entertaining manner. The actor, tennis player, poker player, and father has promoted the World Poker Tour for the past 20 years since its inception and is as important as anyone for the growth of one of poker’s most prestigious tours.

“It is my privilege to share that this year’s WPT Honors Awards recipients will be Vince Van Patten and Isai Scheinberg,” said WPT CEO Adam Pliska. “These two men have both made transformational contributions to the poker community, Isai as a pioneer with his incredible ingenuity and boldness, and Vince with his love and dedication to expanding the game of poker. Both honorees are truly deserving of the award.”

The announcement of the poker industry legends receiving WPT Honors Awards took place at Wynn Las Vegas on Day 1a of the WPT World Championship, the first $15 million guaranteed prize pool in live poker history.

“I’d like to thank Adam and the whole WPT family for this award,” said Van Patten. “I am so fortunate to have been a part of this amazing company for 20 years and I have never been more proud of what WPT has become, than here at the first-ever WPT World Championship at the Wynn. It is an incredible site.”

Scheinberg, who doesn’t play much poker these days, competed in the $25,000 high roller at Wynn on Monday. He fell short of the money but plans to register for Day 1c of the WPT World Championship on Wednesday.

“I am very honored. The World Poker Tour is a very important poker company which made major contributions to the game,” said Scheinberg. “The first TV advertising PokerStars did was on WPT programming on the Travel Channel. It had a major impact that led to millions of players joining us.”

The WPT Honors Award is handed out by Pliska and awarded to those who have made great contributions to the WPT and poker community as a hole. Previous recipients include Bruno Fitoussi (2017), Linda Johnson (2017), Mike Sexton (2017), Lyle Berman (2018), Steve Lipscomb (2018), Deb Giardina (2019), and Matt Savage (2019).

I recently wrote that I had hit a $120,000 royal flush at Dotty’s in October. I mused that possibly the plug had been pulled on my welcome as I had hit a number of big jackpots there in the past. Several readers responded that surely my time was up there.

In November, I received no mailer at all. I looked at this as a “possible sign” of the end of my welcome, but not definitive. Usually when you get the $1, $1, $1, $2 mailer from them, it means it’s your last mailer until you play some more. It’s very likely my play in October was after the cutoff for the November mailer. So, the fact that I didn’t receive any mailer at all didn’t necessarily mean I’d been cut off. 

On November 28, though, I received a $1, $1, $1, $2 mailer for December, not to mention a coupon for a Dotty’s logo holiday coffee mug!

I’m not planning on collecting any of this mailer, but it was very nice to get. It means I’m not cut off. In March, I’ll begin playing again. I’ll play heavily one day in late March (perhaps $100,000 coin-in or so) and wait to see what happens in May. If I’m getting a mailer (which is roughly 0.4% coin-in, except immediately after a royal flush), it’s a decent place to play. Along with their other promotions, even 9/6 Jacks or Better is a positive game. 

I’ll play 9/6 Jacks or Better for $50 per hand. That way, only hitting the royal has the potential of cutting me off. If I’m playing Deuces Bonus for $150 a hand, there are numerous hands which put my welcome in jeopardy. So while the Deuces Bonus is a better game if I could continue to play uninterrupted and still get the mailer, that’s not the way it is at Dotty’s. One jackpot of probably $15,000 or higher brings your mailers down to miniscule amounts for four months. So the 9/6 Jacks or Better game for the smaller amount is actually the better play. I need to play for at least $48 a hand in order to receive W-2Gs for all quads. Cutting back to, say, $5 per hand and not risking ever being cut off would be a losing proposition because a significant amount of the value at Dotty’s comes from the bonuses you get on W-2Gs. I wrote about this more extensively less than a month ago should you be interested. 

I’ll skip playing in April (in addition to giving them no action in December, January, and February). When (if) a decent mailer comes in May, I’ll resume my normal amount of play. If such a mailer does not come, I won’t play there anymore. Without a mailer, the house has the advantage in that game and that’s not for me.

Still, the miniscule mailer I received for December was very encouraging. To me it means I’m not cut off. At least not yet. That may well happen in the future, but so far at least, I’m still in their good graces.

I understand that whether or not I am still welcome at Dotty’s is basically of no concern to any of my readers. Still, how I evaluate and interpret information as I receive it is part of the process that I’m attempting to convey.
