Police have shot a man dead outside an Iowa casino after he rammed two police cars with his truck and swang a metal object at them.

The 55-year-old man from Iowa, known as Salvador Perez-Garcia, drove his white truck head-on into a parked police car inside the Hard Rock Casino car park. Inside the police vehicle was a Sioux City officer.

When the truck exited the parking garage it rammed into a second police vehicle belonging to responding officers. According to the Iowa Division of Criminal Investigation, when Perez-Garcia stepped out of his vehicle, he emerged “swinging a length of chain with an affixed metal object in an aggressive, threatening manner.”

Officers at the scene attempted to retrieve the weapon from the suspect and to de-escalate the situation; however, Perez-Garcia continued to advance on the officers. As a result, officers shot him and he died at the scene. Police have not released any more information at this time.

Congressional GRIT Act Would Direct Federal Funding to Gambling Addiction Services

A positive move

A new proposal in Congress aims to create a federal funding framework for gambling addiction services in the US. Oregon Representative Andrea Salinas and Connecticut Senator Richard Blumenthal introduced the Gambling Addiction Recovery, Investment, and Treatment (GRIT) Act on Thursday.

The GRIT Act would direct half of federal sports excise tax revenue to the US Department of Health and Human Services (HHS) to help with the research and treatment of problematic gambling. 75% of these funds would focus on treatment and prevention through the Substance Abuse Prevention and Treatment Block Grant Program. The rest of the money would go towards research grants.

Long overdue

Passage of the GRIT Act would create a ten-year spending model, with a review of the effectiveness of the program to take place within three years. The GRIT Act wouldn’t require higher taxes due to the utilization of existing federal excise tax revenue. It also would not add any additional bureaucracy because of the use of existing HHS procedures and programs.

The federal government gets 0.25% of each sports bet, adding up to nearly $235m in 2022.

The National Council on Problem Gambling (NCPG) welcomed the introduction of the GRIT Act. The organization’s Board of Directors President Susan Sheridan Tucker believes it is long overdue and said that the NCPG recognizes the “potential to make a lasting difference in the lives of individuals and families across the nation.”

Badly needed funds

No federal funding currently goes towards research or treatment services dedicated to problem gambling. This is despite the NCPG’s studies that estimate the yearly social cost of this form of addiction at $7bn, which includes healthcare and criminal justice expenses, as well as bankruptcies and job losses. Approximately seven million adult Americans suffer from gambling addiction.

The NCPG does a lot to help battle against rising addiction numbers, including running a national helpline, organizing a problem gambling awareness month, and hosting an annual conference on the topic.

Curacao Minister of Finance Condemns “Misinformation” Regarding New Gambling Law

Javier Silvania, Minister of Finance in the government of Curacao, has released a statement in which he condemns what he calls “misinformation” regarding the country’s new gambling law.

The National Ordinance for Games of Chance, a new legislation that will completely overhaul how gambling is regulated in Curacao, was submitted to the country’s Parliament for approval in December 2023. Until the new legislation is approved, Curacao will continue to operate under the existing National Ordinance on Offshore Games of Hazard legislation.

In the statement the Minister of Finance admitted that the National Ordinance for Games of Chance and its submission to Parliament was expected to generate a “wider debate.” However, Javier Silvania was keen on warning against the spreading of misinformation regarding the legislative process.

The Minister of Finance explained that he noticed “a significant amount of misinformation” and strongly urged “against the further propagation of unverified rumors or speculation” regarding the new legislation. “Full and accurate information can only be guaranteed when issued by either the ministry itself or the Curacao Gaming Control Board,” Silvania added.

Current License Issuing Process Remains in Place

The Minister of Finance also expressed his full support for the Curacao Gaming Control Board as it will transition towards the new legislative framework. “To suggest otherwise would be reckless and misleading,” Javier Silvania warned.

Moreover, the Minister of Finance confirmed through the respective statement that the current license issuing process remains in place. According to Javier Silvania that also means that “the Critical Milestones published on 20th December 2023 are likewise unaltered.”

The Critical Milestones document detailed the ministry’s process for transitioning from the current framework to the new one. One of the key dates in the process will be 31 March 2024, because from this date, the registration of sub-licenses on the Gaming Control Board website and the subsequent application for a direct license will no longer be possible. Moreover, no new license extensions or renewals of master licenses will be possible after this date.

The Curacao Gaming Control Board has also renewed all gambling licenses and from 1 January 2024, all license holders were allowed to begin displaying a digital seal on their online casino websites. The application process for operators kicked off on 1 September 2023 through the opening of the online portal, which began accepting account registrations for applicants and sub-licence holders on 1 November 2023.
