The Ohio Statehouse News Bureau reported that sports betting has been legal in Ohio for just over a month and the state’s proposed $87 billion, two-year budget has placed the industry in the spotlight. In the spending plan, the tax on sports betting is set to double from 10% to 20%, which will be paid by casinos, sports teams operating sportsbooks, and mobile companies such as DraftKings and Barstool Sportsbook. This tax increase is slightly above the average of 19% imposed by other states.

Additional Revenue Will Go to Schools, Problem Gambling, and Sports Betting Regulation

The revenue generated from the proposed increase in taxes on sports betting in Ohio will go towards funding athletics and extracurricular activities in schools, addressing problem gambling, and covering administrative costs associated with regulating sports betting. This also involves monitoring advertisements by sports gambling apps to ensure compliance with state law.

Companies such as DraftKings, Penn Sports Interactive, and Bet MGM have already faced penalties of hundreds of thousands of dollars for violating state law through advertisements that promote risk-free betting or free bonuses or target individuals who are too young to participate in gambling. 

For example, at the beginning of January, the Ohio Casino Control Commission (OCCC) took action against sports betting operators BetMGM Sportsbook, Caesars Sportsbook, and DraftKings Sportsbook, for violating advertising rules. The issue was the absence of any message regarding problem gambling in their advertising, as well as promoting their products as being free and without risk.

According to Matt Schuler, the Executive Director of the OCCC, the administrative action was a response to the blatant disregard shown by the sports betting operators for the state’s sports betting laws, despite multiple reminders and notifications regarding the advertising and promotion regulations.

Gov. Mike DeWine Has Taken a Hard Stance on Sports Betting Advertising Rules

Gov. Mike DeWine took a strong stance on the sports betting industry in Ohio, keeping a watchful eye on the advertisements and messages put forth by the operators. He signed the bill to legalize sports gambling in the state in December 2021 and since the market’s official launch on January 1, 2023, he has been monitoring the actions of the operators closely.

DeWine has expressed his concerns over the “massive advertising” done by the sports betting companies and made it clear that any misleading or inappropriate statements made by the operators will not be tolerated in Ohio.

When he made his statement back at the beginning of January, the governor did not go into detail about specific instances of operators crossing the line, but did mention the OCCC’s case against one operator who illegally advertised to minors.

The Powerball reminded players that there are more tickets and rewards to be claimed and urged participants to always keep their tickets with them until after they have checked whether they have won something other than the big jackpot. The Illinois Gaming Board (IGB) voted unanimously in its first in-person meeting in over three years to give the green light to the proposed site of a temporary casino in Chicago. Thursday’s decision allows Bally’s Corporation to set up a gaming facility at Medinah Temple in River North.

Some locals previously expressed concerns about the proposed site of the temporary casino, as it is a historic building. The Medinah Temple is a century-old Shriner’s amphitheater that was most recently home to a Bloomingdale’s Home Store. Bally’s senior vice president for design and development quelled concerns by confirming that no changes will be made to the outside of the structure, except for replacing Bloomingdale’s signage.

The current expectation is that the temporary casino will be ready to open as early as June. The IGB still needs to approve anyone that is to be involved in the temporary casino project, including subcontractors.

Former Michigan Police Chief Faces Up to Five Years in Prison Over Illegal Gambling Operation

A retired Flint police chief has pleaded no contest to gambling violations and firearms charges and now faces up to five years in prison for allegedly operating an illegal gambling scheme. William-Bradford Barksdale filed his plea on Wednesday, according to an announcement from the Michigan Attorney General’s office.

Barksdale was charged with gambling violations, which can be a five-year felony, as well as a misdemeanor charge for the reckless use of a firearm. The sentencing for the former police chief will take place on April 14 at the Genesee County Circuit Court.

The illegal operation

The 70-year-old’s co-accused are Adam Crossnoe and his father Alvin, who all ran the West Point Arcade in Flint. They were initially charged back in 2018. Adam Crossnoe pleaded guilty in October 2021 to a single count of gambling violations and got two years’ probation. Alvin Crossnoe pled guilty to a single count of attempted gambling violations.

Michigan Gaming Control Board (MGCB) regulation officers suspected that illegal gambling was taking place at the arcade. They visited the property multiple times in 2017 and were able to use computer stations to play casino-style games, with winnings paid out as generic gift cards. Undercover footage showed Adam Crossnoe instructing an officer on how to play the games.

This type of operation fell within the definition of gambling and the arcade did not have a license to offer such gambling services. Officials obtained a search warrant and found 80 firearms, eight of which were sawed-off shotguns.

A long-running relationship

MGCB executive director Henry Williams commented on the case, underlining the importance of eliminating all forms of illegal gambling operations in the state. He said that they “do not belong in our neighborhoods, where they bring unwanted crime and prey on senior citizens and other vulnerable people. We are pleased with the outcome of this investigation.”

Barksdale retired as Flint police chief in 2004. He seemingly had a long-standing relationship with the Crossnoes, being a regular player at the Palace Poker Room, which they owned. In 2009, Barksdale was at the poker room when he shot and killed a masked intruder who was allegedly attempting to rob the property. The former police chief was not charged with any wrongdoing in that particular case.
