Peter Coker Junior, the ex-chair of South Shore Holdings which operated the failed gambling resort The 13, has been arrested in Phuket last Wednesday. Coker was wanted by Interpol because of his involvement in financial fraud.
Coker Used to Chair a Business Which Wanted to Get Into Gambling
As reported by the Bangkok Post, Coker was eventually found in a hotel room in Phuket, Thailand, where he was arrested following joint action by the local Central Investigation Bureau and the US Federal Bureau of Investigation. The operation was led by Montri Khetkhan and the FBI.
Coker was the chairman of South Shore Holdings, the company behind The 13, for years. The Macau-based hotel was supposed to be a booming gambling and hospitality venue. In the end, various challenges forced the property to open with no gambling facilities and a limited number of operational hotel rooms.
The reason for Coker’s arrest, however, lies elsewhere.
Coker, assisted by his father, Peter Coker Senior, and James Patten, participated in a fraudulent operation to manipulate US stock markets. In addition, the three men allegedly committed further acts of wire fraud and money laundering.
Coker Jr’s two allies were arrested last year. Coker managed to escape arrest, fleeing to Thailand. He was later tracked to a hotel room and promptly arrested.
Coker Cheated the US Market
The former chairman of South Shore Holdings was on Interpol’s red and black notice lists and was wanted for his involvement in financial fraud. According to the allegations, Coker and his accomplices manipulated stock markets. The US Attorney’s Office claims that the three men set up a reverse merger of two public companies and later sold the shares of both companies for monetary gain.
The two companies in question are Hometown International and E-Waste. Coker and his associates artificially bloated the prices of the two entities by orchestrating fake trades to simulate interest in the businesses.
This tactic proved to be very efficient, resulting in Hometown International’s stock rising by 939% and E-Waste’s stock skyrocketing by a whopping 19,900%. The first company had reached a stock holding of 8 million shares, with a share costing around $13.
Luckily, the suspicious activity eventually caught the attention of law enforcers. Because of his fraud, Coker risks a fine of more than $10 million and may spend decades in jail, if convicted.

The National Audiovisual Council (CNA), which is the institution that regulates and supervises local televisions and radios in the country, has unanimously voted in favor of a draft law that has been sent to the Parliament in the fall of 2022.
The Bill, Initiated by 79 Senators and Deputies
According to CNA member Mircea Toma, the bill, which was initiated by 79 deputies and senators representing all major political parties and minorities in Romania, would prohibit all forms of advertising for gambling venues including casinos and sports betting platforms in the country.
After requesting a point of view from the CNA, its members expressed their supportive votes for the draft bill that was officially registered towards the end of November 2022. In a debate last week, all CNA members who attended the meeting showed their support for the promotion of the legislative project.
Toma explained that the bill received the support of the CNA as a result of the World Health Organization’s report that included gambling addiction on the list of “extremely serious mental illnesses”.
Toma added that the alarmingly increasing number of incidents recorded in the country was another factor that tipped the scale in favor of the vote. The list included several cases of suicide triggered by gambling losses, as well as the loss of jobs, family breakups, custody losses in families with children, and others.
The CNA representative added that it was “imperative “ for Law no. 504/2002 to be drafted completely and approved by the Parliament. The CNA, therefore, proposes that all forms of audiovisual commercial communication for gambling and sports betting be completely prohibited in the country.
The Legislative Project Would Amend Law No. 148/2000 on Ads
According to the legislative project under discussion, all types of advertising for games of chance, casinos, and sports bets would be prohibited. The draft wishes to amend Law no. 504/2002 of the audiovisual as well as Law no. 148/2000 regarding advertising.
The new draft also wishes to add Article 29 of the Audiovisual Law as part of the same project.
Those found guilty of violating the provisions will be fined between 10,000 lei ($2.193,4) and 50,000 lei (10.967).
The Chamber of Deputies will make the final decision regarding the legislative project. Toma has expressed his hope that the project would be adopted in the upcoming months. While speaking about the different origins of the draft’s initiators, he explained that the law should not turn into a heated topic of discussion and confrontation.
The CNA representative explained that the bill has a high chance of being passed “quickly” and gaining the necessary majority of votes. At the same time, Toma spoke about the “influence of the big operators” in the country that might attempt to delay the process. Last July, gambling operators in Romania were forced to deal with a series of regulatory adjustments in the Fiscal Code in the context of the new 40% tax on gambling withdrawals announced at the start of the same month.

Postle, who is from Northern California, has a long history of playing cards in the Southeast, including Biloxi and Tunica, the top two spots for poker in Mississippi.

A government publication in the UK has estimated that the direct financial cost from gambling harm to government and society in England was between £1.05 billion ($1.28 billion) and £1.77 billion ($2.16 billion) but it is likely higher due to the limited available data.
0.5% Struggling, 3.8% at Risk
The review conducted by Public Health England (PHE) as part of the Department for Digital, Culture, Media and Sport (DCMS)’s response to a consultation on proposals for changes to gaming machines and social responsibility measures in 2018, has estimated the 0.5% of the adults have a problem with gambling, 3.8% are at risk of developing a problem with gambling, while 7% have been affected negatively by someone else’s gambling.
The evidence review of the health aspects of gambling-related harm with the purpose to inform action on prevention and treatment has used a mixed method approach, including quantitative, qualitative and rapid review methodologies.
A combined HSE survey for England, Scotland and Wales showed that 4% of the population was experiencing some level of gambling harm, as opposed to a 2020 YouGov survey which reported that 13% of the adults were experiencing problem gambling, and the PHE publication stated that number is more likely to be closer to the HSE estimate but due to the limited data, it may be an underestimation.
At the greatest risk of gambling harm were identified people who are living in more deprived areas, are unemployed, have poor health, low life satisfaction and well-being, or even show indications of psychological health problems. As for children and young people in the 11 to 16 age category, the number of those participating in gambling is decreasing, but participating levels increase in the higher age group.
Risk Factors
The lack of longitudinal studies did not allow the review to identify any evidence of moderate or high confidence risk factors for problem gambling as even high-quality meta-analysis studies of factors conducted after the review completion are heavily reliant on cross-sectional data.
The review identified risk factors for children and young people and ranked them in three groups: high degree of confidence – impulsivity, substance use, being a male, and experiencing depression; moderate confidence – participating in a higher number of gambling activities, already experiencing problem gambling, anti-social behavior, violent behavior, poor academic performance, and peer influence.
The third category was factors, including money won or lost, age and age when gambling began, religion, aggressive behavior, dispositional attention, and some mental health problems, classified as with moderate confidence that they are not risk factors for subsequent harmful gambling.
The majority of evidence suggested that gamblers experience a wide range of harms, with just some evidence showing harm to close associates, and very limited case studies suggesting harm to society. Migrants and people with learning disabilities may experience gambling harm in the form of worsening their existing inequalities.
Gambling harms were classified as financial such as gambling-related debt, relationship harms such as arguments, relationship strain or even domestic abuse, mental and physical health, such as anxiety, depression, and even death from suicide, employment and educational harms, criminal and anti-social, cultural and gaming-associated.
